EI Dorado Street <br /> Stockton, CA 95206 <br /> The San Joaquin County Environmental Health Department (EHD) has received and reviewed <br /> Interim Ground Water Remediation Work Plan (WP) dated 15 October 2009, submitted on your <br /> behalf by Advanced GeoEnvironmental, Inc. (AGE) for implementing interim groundwater <br /> extraction (GWE) to remediate groundwater impacted by methyl tert-butyl ether (MTBE), total <br /> petroleum hydrocarbons quantified as gasoline (TPHg), benzene, toluene, ethylbenzene and <br /> total xylenes (BTEX), tertiary amyl methyl ether (TAME) and 1,2-dichloroethane (1,2-DCA) and <br /> thereby reduce the dissolved mass of these contaminants and establish some hydraulic control <br /> of the plume. The scope of work includes installation of an additional groundwater extraction <br /> well (EW-2), a groundwater extraction and treatment unit, and the necessary trenching and <br /> plumping to connect the extraction wells to the extraction and treatment unit. Treatment of <br /> extracted groundwater includes air-stripping and filtering through granular activated carbon, with <br /> disposal of treated groundwater to the City of Stockton sanitary sewer system. <br /> The extremely high, increasing contaminant concentrations in monitoring well MW-1 and <br /> increasing concentrations in MW-2 indicate that the plume of impacted groundwater is unstable <br /> and potentially expanding, thereby justifying interim remediation on this site. The EHD approves <br /> installation of the proposed interim groundwater extraction and treatment system and the <br /> additional groundwater extraction well near MW-1 as adequate and necessary [H&S 25296.10 <br /> (c)(3)]. The EHD notes that tert-butyl alcohol (TBA), a possible degradation product of MTBE, <br /> was detected at 19,000 parts per billion in the groundwater sample collected from monitoring <br /> well MW-2 on 12 August 2009; if confirmed by additional sampling, the presence of TBA, can <br /> complicate treatment of impacted groundwater, therefore the potential for significant TBA <br /> concentrations should be taken into account for the design and implementation of interim <br /> remediation. If TBA cannot be adequately treated, disposal to the sanitary sewer system may <br /> not be allowed, you should check with the City of Stockton and AGE. <br /> As noted above, the plume of impacted groundwater may be unstable and expanding; therefore <br /> the directive to complete the vertical lateral assessment of the plume, issued by letters dated <br /> 01 December 2008 and 11 March 2009 is here repeated.
