El Dorado Street
Stockton, CA
Based on conversations with and correspondence from your consultant, Geological
Technics; Inc. (GTI), San Joaquin County Public Health Services, Environmental Health
Division (PHS/EHD) is providing this letter to clarify items in our August 1, 2000, letter.
That letter was to summarize discussions of the July 26, 2000, meeting you attended at
PHS/EHD.
It was agreed at the meeting that the April 11, 2000, work plan prepared by GTI would
not be implemented. Anew work plan to define the vertical extent of thegroundwater
contamination in the vicinity of the suspected source area (the former.dispenser location)
will be submitted to PHS/EHD by August 25, 2000.
GTI stated that the 2000 feet well survey discussed in,Appendix A of the Tri-Regional
Board Staff Recommendations had been-completed. The report of this survey is to be
submitted by August 25, 2000.
The Central Valley Regional Water Quality Control Board is now requiring analysis for
1,2-dichloroethane (1,2 DCA), 1.2-dibromoethane (EDB), ethanol and methanol, in
addition to petroleum constituents currently being analyzed for in soil.and groundwater
samples from the-site, Ethanol, methanol, 1,2 DCA, and EDB are to be analyzed for by
EPA Method 82606. This method is already being. used to test for the 5 fuel oxygenates
in samples from this site so there should be little additional laboratory cost. Some
laboratories are capable of running a complete suite of petroleum constituents and fuel
i additives by EPA Method 8260B, thereby saving considerable cost.
The domestic well located at 60 Castle Street has been impacted by gasoline
contaminants. This well is no longer being used (considered abandoned) and must be
destroyed under permit and inspection of PHS/EHD pursuant to San Joaquin County
Well Standards, Section 6.1. Since the well has been impacted with gasoline
contamination from your site, you are, responsible for the proper destruction of the well.
In order to determine the best method of destruction forthis well, a down hole video log
must be performed. A report on the well video and a proposal forthe method of well
destruction will be included in the 3"d quarter Quarterly Monitoring Report to be submitted
by September 29, 2000. A final destruction plan, permit application and permit fee for
the well destruction must be submitted to PHS/EHD by October 15, 2000.
I
A Division of San Joaquin County Health Care Services
Il
