EI Dorado Street
Stockton, CA 95204
WORK PLAN: Additional Remedial Action Plan
DATED: March 24, 2011
PREPARED BY: Geological Technics Inc.
APPROVED: [X]
ADEQUATE AND NECESSARY ELEMENTS OF THE WORK PLAN [H&S 25296.10 (c)(3)]:
1. The existing extraction wells, the existing monitor wells, and the existing infrastructure
that were used for the previous dual phase extraction effort will be modified. The
modifications will allow for implement for soil vapor extraction (SVE) in conjunctions with
ground water air sparing (AS) for additional on-site remediation.
2. The appropriate equipment will be delivered to the site and a SVE test will be performed
during the first phase; a regenerative blower and carbon vessels will be required to
complete this phase.
3. A SVE test will be conducted using VEW-1 and VEW-2 as extraction points.
4. The air flow rate will be measured along with the applied vacuum over time. Soil vapor
samples will be collected and analyzed. These parameters will be used to complete an
evaluation of the system performance.
5. With favorable results from the first phase of testing, a second test phase will be
conducted which involve air injection/AS into the ground water at the location of MW-2,
MW-3, and possibly at MW-5. The AS will be performed in conjunction with the SVE.
6. If both test phases yield positive result, the system will add other existing wells to the air
sparing network and will run on a continuous bases. Air samples will be collected at
specific times to track performance and insure emission discharge compliance.
COMMENTS AND CONDITIONS:
1. This site has received over 1.3 million dollars from the State Water Resource Control
Board Cleanup Fund for site investigation and cleanup. The claim in nearing the 1.5
million dollar maximum cap. An accurate expenditure budget needs to be completed
which includes not only sampling, reporting, and remediation operation and
maintenance costs , but also well destruction/decommissioning cost when closure is
granted by the appropriate regulatory agency.
