This Fact Sheet has been reviewed and approved by the San <br /> Joaquin County Environmental Health Department (EHD) Local Oversight Program (LOP) Staff on <br /> September 6, 2013. The EHD LOP Staff invites public comment on a pending request for regulatory <br /> closure, made on behalf of Steve & Genes Service, for the former leaking underground storage tank <br /> (LUST)case at the site identified as: <br /> Subject Site: Steve and Gene Service <br /> 2315 N. EI Dorado Street, Stockton, San Joaquin County, California <br /> Geotracker Global ID#T0607700075 <br /> LUSTIS Case #390104 <br /> LOP Site Code#2080 <br /> Public Comment Period: September 16,2013—November 16,2013 <br /> Case Summary: <br /> This subject Site is currently occupied by Castle Automotive. Three underground storage tanks were <br /> removed from the site in April 1987; soil samples collected at the time of the tank removal were impacted <br /> by petroleum hydrocarbon contamination. A site investigation began in October 1993 with the installation <br /> of soil borings. Groundwater monitoring wells were first installed in September 1994. To date eleven <br /> groundwater monitoring wells (three of which are multi-chambered wells monitoring four discrete <br /> groundwater intervals each), multiple soil borings, three cone penetrometor test borings, two groundwater <br /> extraction wells and two vapor extraction wells have been installed on and off the site. Interim remediation <br /> of the site by dual phase extraction (DPE) began in June 2007. DPE remedial wells were converted to Soil <br /> Vapor Extraction/Air Sparge (SVE/AS) wells and the SVE system was shut down February 2012 and the <br /> AS system was shut down August 2012. There is some residual gasoline compound contamination <br /> remaining in the subsurface soil and groundwater; impacted groundwater extends at least 90 feet off site <br /> toward the northeast. <br /> On July 16, 2013, EHD LOP staff evaluated the Site for case closure using the Low-Threat Underground <br /> Storage Tank Case Closure Policy (effective August 17`", 2012) and although the Site did not fully meet <br /> the criteria, the site is recommended for closure due to the plume appears to be stable, a 10-foot bio- <br /> attenuation zone exists,and appears to pose minimal human health risk or hazard through vapor intrusion, <br /> direct contact or exposure to outdoor air. <br /> At the conclusion of the 60-day public comment period, EHD LOP Staff will to complete its case closure <br /> review process and, if appropriate, close this former LUST case as a low risk. <br /> Where To Get More Information: <br /> General information regarding the Site can be obtained from the GeoTracker web Site at: <br /> http://aeotracker.waterboards.ca.clov/ and the case file for the Site is available at the EHD main office <br /> located at 1868 East Hazelton Avenue, Stockton, CA 95205. <br /> How To Participate: <br /> Any interested individual has the opportunity to learn more about the case and its pending closure by <br /> submitting inquiries/comments to Harlin Knoll with the EHD LOP within 60 days, by November 16, 2013. <br /> Harlin Knoll can be reached by phone at(209) 468-3442, via Email at Hknoll@sicehd.com, by fax at (209) <br /> 468-0341, or in writing at 1868 East Hazelton Avenue, Stockton, CA 95205. <br />
