Box 388 • Stockton, CA 95201-0388 c�4;1)PO ft - <br /> 209/468-3420 <br /> STEPHEN VALENTINE <br /> 6232 HEMET AVE r <br /> STOCKTON CA 95207 r` 1 Z r1 E995 <br /> RE Steve and Gene's Service SITE CODE 2080 <br /> 2315 North El Dorado Street <br /> Stockton CA <br /> San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD) has reviewed the March <br /> 1995 "Workplan for placing two(2) Groundwater Monitoring Wells at 2315 North El Dorado Street, Stockton CA, <br /> Site Code 2080" prepared by William J Hunter and Associates for the above referenced site <br /> The workplan describes the recent soil and groundwater investigation, the history of the site, and a workplan for <br /> installing two additional 2 inch diameter monitoring wells <br /> The workplan states on page 3 that"the highest water level in the last 10 years was measured at about 27 inches bgl 2 <br /> at this site " The 1986 San Joaquin County Water Level and Flood Control Map indicates a water level of <br /> approximately 35 feet Section 2649(d)(3)of Title 23 Chapter 16 Article 4 of the California Code of Regulations <br /> (CCR) states "Groundwater monitoring well casings shall extend to the bottom of the boring and shall be factory- <br /> perforated from a point of one foot above the bottom of the casing to an elevation which is either 5 feet above the <br /> highest anticipated groundwater level or to within three feet of the bottom of the surface seal or to the ground surface <br /> whichever is the lowest elevation " <br /> Plate V of the workplan depicts 53 feet as the Indicated water table with perforated casing extending to 48 feet <br /> Depth to water measurements were taken on March 17, 1995 from MW-1 at the site At that time the groundwater <br /> was measured as being 48 41 feet below ground surface This monitoring well is perforated from 55 to 70 feet <br /> PHS/EHD recommends that all well construction at this site comply with CCR 2649 <br /> The workplan states on page 5 section 2 that soil samples will be taken at 5 foot intervals from 10 feet below grade <br /> to the capillary fringe and that one tube from each sample will be preserved for analysis PHS/EHD recommends <br /> that samples submitted for analysis be based upon field screening with a PID or other suitable method The previous <br /> investigation was for waste oil which may not be volatile enough to register on a PID indicating a need to analyze <br /> all samples Since the waste oil investigation resulted in detecting gasoline and BTEX, field screening is indicated <br /> for submittal of vadose zone samples to the lab for analysis <br /> Page 5 section 4 of the workplan states that the well will be installed 10 feet below the water table CCR Section <br /> 2649(d)(1) states "Groundwater monitoring wells shall extend at least 20 feet below the lowest anticipated ground <br /> water level however wells shall not extend through laterally extensive impermeable zones that are below the water <br /> table and that are at least five feet thick In these situations, the well shall be terminated one to two feet into the <br /> impermeable zone" PHS/EHD recommends that all well construction at this site comply with CCR section 2649 <br /> At this time PHS/EHD recommended detection limits are 50 parts per billion(ppb) for total petroleum hydrocarbons <br /> as gasoline, 3 ppb for Benzene, Toluene and Ethylbenzene, and 6 ppb for Xylenes <br /> RECEIVED Ai R 1 2 1995 <br /> A Division of San Joaquin County Health Care Services <br />
