Shell Oil Sites
ii Page 4
ii 880 Victor Road Lodi
Due to the high concentration of tertiary butyl alcohol (TBA) Shell stated that a groundwater
extraction system as interim remediation to remove the dissolved MTBE and TBA mass may be
inappropriate since treatment by granulated activated carbon (GAC) may be unable to separate the
TBA compound from the extracted groundwater before discharge. ,
Shell agreed to set up a telephone conference between Shell representatives (including chemists and
geologists in Westhollow),Cambria and EHD to discuss other technologies or treatment options
` that could remediate the TBA and MTBE mass. Please schedule this conference with EHD by July
11,2005.
Shell agreed to review soil vapor extraction (SVE) as a potential remediation of the contamination in
the vadose zone as previously directed in an EHD letter dated October 27,2004. A report of this
review should be submitted to EHD by July 31,2005.
EHD agreed to provide requests in writing to Teresi Trucking and the San Joaquin County Mosquito
Abatement District that they cooperate with Shell by providing the necessary access to their
properties for installation of the monitoring wells.
Please understand that not performing active remediation at this site is not an option at this time.
4315 Waterloo Road, Stockton
Shell agreed to submit the over-excavation report and EHD requests the report be submitted by July
31,2005. Cambria will conduct the 2.d quarter sampling event during the third week of June. Shell
will review the over-excavation soil sampling results and if additional monitoring wells or soil
borings are required, an addendum to the work plan dated September 17,2004 will be submitted. If
not,Cambria will implement the remaining portion of the already approved work plan.
1160 Yosemite Avenue.Manteca
j There are low concentrations (<3 ug/L) of 1,2-DCA in groundwater samples from four of the five
monitoring wells. EHD recommended that an SCM and a closure report(discussed in the Tri-
,f
Regional Board Staff Recommendations dated April 16, 2004) be prepared.
P
If you have any questions or comments please contact the appropriate LOP staff overseeing the site
or call me at (209) 468-3449.
i Donna Heran,REHS,Director
Environmental Health Department
Margaret Lagorio, Supervising REHS
Site Mitigation Unit
c: CVRWQCB—James L.
