(AGE) for the proposed El
Dorado Apartments Development in Stockton. AGE took soil samples from four trenches and three soil
borings and collected one grab groundwater sample.
Several of the soil samples contained total petroleum hydrocarbons (TPH) in the gasoline, diesel and
motor oil ranges, with levels up to 220 mg/kg, 970 mg/kg, and 1,300 mg/kg,respectively. The
groundwater sample was taken in the area of highest soil contamination, and contained 270 ug/1 of TPH in
the gasoline range (TPHg) and low levels of other gasoline constituents. During our phone conversation,
you stated that you intend to excavate all the contaminated soil on the property. Confirmation soil
samples need to be taken in the excavations to show that no high levels of contamination remain, and the
excavations should be backfilled with clean soil.
Once the contaminated soil is excavated, the TPHg in the groundwater should biodegrade and the
concentration decrease. Therefore, I suggest that you excavate the soil as soon as possible and take another
grab groundwater sample in a few months, before the development proceeds. This sample should show a
decrease in the TPHg concentration. After receiving these results; you should submit a report showing the
areas excavated and the results of soil confirmation samples and the grab groundwater sample.
If you have any questions, please contact me at (916) 255-3075 or by email at cohenw@rb5s.swrcb.ca.gov.
M-w4j L, 6,/
WENDY L.
