E.HD has a <br /> contract with the California State Water Resources Control Board to conduct a <br /> UST corrective action program. <br /> EHD issued a permit to Advanced Geo Environmental Inc. (AGE) on May 7, II <br /> 2002, for soil borings relating to a Phase II Site Assessment. On May 21, 2002 ' - <br /> AGE completed Phase 11 Assessment Report for Construction, Testing & <br /> Engineering Inc. (CET)"!summarizing the findings for the soil borings; the soil <br /> results evidenced petroleum hydrocarbon contamination from unknown sources:' <br /> The AGE report included a recommendation for additional soil and groundwater, <br /> sampling. The additional work was performed on July 24, 2002. <br /> On August 19, 2002, EHD received Subsurface Investigation Report prepared by <br /> AGE dated August 15, 2002. The report contained the analytical results for the <br /> sampling performed by AGE on July 24, 2002. Petroleum hydrocarbon: <br /> contamination was evidenced in the soil and groundwater samples from several <br /> unknown, non-UST sources. <br /> EHD referred your siter to the Central Valley Regional Water Quality Control '. <br /> Board (CVRWQCB) for 'site investigation and cleanup oversight of the pollution <br /> documented in the Phase 11 Site Assessment. The CVRWQCB responded to you ' <br /> in a recommendation letter dated September 4, 2002. <br /> On November 11, 2002, AGE notified EHD of two abandoned USTs found during';. <br /> an exploratory excavation. EHD staff performed an inspection to verify the <br /> presence of the two USTs and documented the reported release. EHD filed an <br /> Unauthorized Release Report on November 12, 2002, for the petroleum released <br /> from the two improperly abandoned redwood USTs. The USTs were removed on <br /> November 26, 2002. Free phase diesel or heating oil like petroleum hydrocarbon <br /> liquid was pumped from the UST excavation and soil samples were collected for <br /> f <br />
