San Joaquin County DIRECTOR
o iN Donna Heran, REHS
Environmental Health Department ASSISTANT DIRECTOR
600 East Main Street Laurie Cotulla, REHS
' Stockton , California 95202-3029 PROGRAM COORDINATORS
Carl Borgman, REHS
p . . . p Mike Huggins, REHS, RDI
Website: www.Sjgov.org/ehd Margaret Lagorio, REHS
Phone: (209) 468-3420 Robert McClellon, REHS
Fax: (209) 464-0138 Jeff Carruesco, REHS, RDI
Kasey Foley, REHS
November 18, 2008
Mr. David Atwater
Van De Pol Enterprises, Incorporated
Post Office Box 1107
Stockton, California 95201
Subject : Pacific Pride — South El Dorado Street
3147 South El Dorado Street
Stockton, CA 95206
The San Joaquin County Environmental Health Department (EHD) has reviewed comments
prepared and submitted by Advanced GeoEnvironmental, Inc . (AGE) by letter dated October 27,
2008, that addressed recommendations by the EHD presented by letter dated July 25, 2008 .
The EHD had recommended installing a monitoring well south of MW-9 on the west side of
South El Dorado Street and another monitoring well down gradient of MW-9 on the east side of
South El Dorado Street to replace a monitoring well proposed by AGE to be installed in the
middle turn lane of South El Dorado Street. Although the EHD continues to have safety concerns
about installing a monitoring well in the middle tum lane of South El Dorado, at the insistence of
AGE, the EHD will approve the installation of monitoring well MW- 13 in the middle turn lane as
illustrated in Figure 2 of Additional Assessment & SVE Feasibility Testing Work Plan — June
2008, dated July 1 , 2008 . Soil samples will be collected at five-foot intervals beginning at ten
feet below surface grade (bsg) and MW- 13 will be screened between twenty and forty feet bsg.
Analyze selected soil samples for 1 ,2-dibromoethane (EDB) and tertiary butyl alcohol (TBA), in
addition to analyzing for total petroleum hydrocarbons (TP1I) quantified as gasoline (TPH-g),
kerosene (TPH-k), and diesel (TPH-d); benzene, toluene, ethyl benzene, and total xylenes
(BTEX); methyl tertiary-butyl ether (MTBE), tertiary-amyl methyl ether (TAME), di-isopropyl
ether (DIPE), and 1 ,2-dichloroethane ( 1 ,2-DCA).
The EHD had also recommended installing a monitoring well down gradient of MW-10 on the
east side of South El Dorado Street to laterally define the 1 ,2-DCA plume. AGE responded that
an additional well down gradient of MW- 10 is not warranted at this time based on the belief that
the 1 ,2-DCA plume is stable, MW- 10 is located at or near of the margin of the plume, and the
plume will recess or degrade once remediation has been implemented. The EHD will evaluate
the results of the impending implementation of site remediation and will not pursue the
installation of additional monitoring wells in the areas of MW-9 and MW- 10 at this time. Please
be aware that delineation of the 1 ,2-DCA plume may be an issue with the Central Valley Region
Water Quality Control Board when the site is proposed for closure.
