El Dorado Street <br /> Stockton, California <br /> San Joaquin County Environmental Health Department (EHD) has reviewed analytical results for <br /> soil and groundwater samples collected at the above-referenced site between June 1999 and <br /> December 2004, prepared and submitted by Advanced GeoEnvironmental (AGE) on your behalf. <br /> MID agrees with the recommendation presented in Quarterly Report — Fourth Quarter 2004 that <br /> sampling frequency at monitoring wells MW-2, MW-3, MW-4, and MW-6 be reduced from <br /> quarterly to annually. Groundwater sample results for chemicals of concern have been non-detect <br /> for these four wells, located up-gradient or cross-gradient to the former underground storage tanks <br /> (UST), during the quarterly sampling events of 2004. EHD also approves the sampling frequency <br /> reduction for multi-chamber wells MW-10, MW- 11 , and MW-12 from quarterly to annually. <br /> Groundwater sample results have consistently been non-detect for chemicals of concern since <br /> installation of these three wells in 2003 . Based on historical data, EHD directs that annual <br /> sampling take place either during the first or fourth quarters since analytical concentrations tend to <br /> be higher during these two quarters at this site. Please continue collecting depth-to-water <br /> measurements in all wells during each quarterly groundwater monitoring event for the purpose of <br /> determining the groundwater gradient. <br /> EHD approves AGE's proposal to removal total petroleum hydrocarbons as motor oil (TPH-mo) <br /> from the analytical list of compounds for all monitoring wells since motor oil has randomly been <br /> detected at low concentrations in only a few wells all prior to June 2003 . However, EHD does not <br /> approve the removal of TPH-diesel and TPH-kerosene from the analytical list of compounds. <br /> Although diesel and kerosene have not been detected in any quarterly groundwater samples since <br /> September 2003 , high concentrations of these two compounds were consistently reported during <br /> quarterly sampling events between December 1999 and June 2003 , as well as in many soil samples <br /> collected at this site. <br /> EHD recommends that you submit a site conceptual model (SCM) to be used as a tool to <br /> demonstrate vertical and lateral delineation for chemicals of concern. The general purposes for an <br /> SCM are to demonstrate where the contaminants came from, where they are at the present time, <br /> how they move through the subsurface, how they will respond to changes in the groundwater flow <br /> characteristics or to potential remediation efforts, what the contaminants ' ultimate environmental <br /> fate will be, and to help evaluate the risk posed by the contaminants to groundwater supplies and <br /> sensitive receptors. hi addition, the SCM may demonstrate data gaps, thereby illustrating where <br />
