SAN <br /> J O A Q U I ` ,II1VI Environmental Health Department <br /> A _ <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> Big Lots Manteca 4617 1 1321 W YOSEMITE AVE Manteca July 16 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 103 CCR 66262.40(c) Failed to retain hazardous waste determination including waste analysis on site for 3 years. <br /> The following observations were made in the hazardous waste(HW)storage area of the facility(see photos IMG <br /> 7383-4): <br /> 1.A bag containing used absorbent, and labeled"Snuggle"and with UPC#077180111,was found in the Corrosive <br /> Bases(CB)HW tote.The Non-Saleable Hazardous Material Checklist document, also adhered to the tote, stated the <br /> Snuggle was a detergent, although Snuggle is known to be fabric softener(a laundry additive).When Samira Hamed, <br /> Assistant Store Manager, entered the Snuggle UPC number into the hand held scanner,the scanner stated"Product <br /> Not Found."According to the Big Lot's Waste Disposal Quick Reference Guide posted on a wall next to the HW <br /> storage area, soaps and detergents are classified as Toxic HW and"some laundry additives"are classified as <br /> Corrosive Acid HW. Samira was not sure why the used absorbent containing Snuggle was placed in the CB HW tote. <br /> (IMG 7404-5, 7408-10) <br /> 2.A partially filled 1.01 fl oz container of Dead Sea Collection Cocoa Butter Facial Serum was found in the Oxidizer <br /> (OX)HW tote. However,the HW label on the tote was marked as only solid for the physical state.Also,when Samira <br /> scanned the facial serum, the scanner stated"Product Not Found."Samira could not explain how it was determined <br /> that the facial serum should be placed in the OX HW tote. (IMG 7411-20) <br /> 3. Spillage of Comet with Bleach Powder was found on the sales shelf containing several containers of Comet Bleach <br /> Powder. One Comet container on the shelf was found with an open damaged seal.When Samira scanned the item, <br /> the handheld scanner stated the California Generic Waste Code was TX. Samira said TX meant the item should be <br /> placed in the Toxic&State(TX&ST)HW tote. However, according to Big Lots Waste Disposal Quick Reference <br /> Guide and the Oxidizer HW label, items containing bleach are classified as oxidizers and should be placed in the OX <br /> HW tote.(IMG 7458-7466,7411, 7456) <br /> A generator shall make a hazardous waste determination and keep a record of any test results, waste analyses, or <br /> other determinations made in accordance with hazardous waste regulations for at least three years from the date that <br /> the waste was last disposed of. <br /> Immediately locate a copy of the hazardous waste determination made for the hazardous waste items listed above, <br /> ensure store employees are familiar with these waste determinations, and submit a copy to the EHD. <br /> If a copy is unavailable, immediately make a hazardous waste determination and begin managing the above listed <br /> waste under Title 22 hazardous waste regulations. <br /> This is a Class II violation. <br /> FA0000888 PR0538903 SCO01 07/16/2019 <br /> EHD 22-01 Rev.09/27/2018 Page 4 of 10 Small Quantity Hazardous Waste Generator OIR <br /> 1868 E.
