Y <br /> Former Western Lift January 5, 2010 <br /> 3430 S. EI Dorado Street Page 2 of 2 <br /> Further research was conducted by your consultant Phase One Environmental. Document <br /> review found that the San Joaquin County Assessor had recorded an additional on-site UST <br /> (UST-4). It had been installed approximately 30 feet south of the out of service well near what <br /> was referred to as the Oil Building. The exact time of the UST-4 removal is unknown, but may <br /> have occurred prior to the State of California UST regulations coming into affect. <br /> The area where UST-4 had existed was investigated. Soil and groundwater contamination <br /> (gasoline) was documented during soil boring completions and MW installations. A soil vapor <br /> extraction and ground water air sparging remediation system (SVE/AS) was installed and is <br /> currently in operation. Ground water remediation is underway in the area of former UST-4 and <br /> the contaminant concentrations are declining, but remain .relatively high. The SVE/AS system <br /> must continue 'to operate until a No Further Action Required (.NEAR) status is granted by the <br /> appropriate regulatory agency. <br /> The EHD has received Site Conceptual Model & Closure Report dated April 23, 2009, prepared <br /> on your behalf by Geo-Phase Environmental. The Report is for the southern area of your site, <br /> where UST-1, UST-2 and.UST-3 were removed. The EHD and Central Valley Water Quality <br /> Control Board staffs have agreed that this area has completed the required investigation and <br /> corrective action/cleanup. All remaining MWs in this area can be destroyed. <br /> A Closure/No Further Action required letter for your site can not be considered until the area of <br /> former MW-4 on the northern end of your site has been fully remediated. <br /> Please prepare and submit a work plan, an EHD permit application for the MW destructions, <br /> and the required fees to the EHD to destroy all remaining MWs in the southern area of your site. <br /> If you have any further questions regarding this matter, please contact Harlin Knoll at(209) 468- <br /> 3442. <br /> Harlin Knoll, REHS Nuel Henderson, PG <br /> Senior Environmental Health Specialist Engineering Geologist <br /> cc: James L.
