PHASE
o
ENVIRONMENTAL 4
August 23, 1996
Project No.: 102.2
Project Name: Bank of Stockton(Cutter)
I
Ms. Barbara Mackay
State Water Resources Control Board
2014 T Street, Suite 130
P.O. Box 944212
Sacramento, CA 94244-212b-
RE:
4244-2120RE: USTCFP, Reimbursement, Claim Number 1878
Western Lift, 3430 S. El Dorado, Stockton, CA
Newly Discovered LUST
I
Dear Ms. Mackay:
Phase One Environmental Inc. has been retained by the Bank of Stockton to provide technical
assistance on matters relating to the subject site. r
With regards to the UST corrective action project at the subject site in Stockton, I would'like to
provide:
i
• a project status summary,
• an outline of the assessment work recently performed on the site which resulted in the
discovery of a previously unknown leaking underground gasoline storage tank.
• a request for coverage by the USTCFP for reimbursement of expenses related to investigation
and possible remedial activities related to the tank. _
Project History & Status Report
The site was, for many years occupied by Western Lumber Sales, which was engaged in the
manufacture of wooden pallets. Western Lumber Sales used severalfuel USTs in connection
with this activity.
Three former USTs were removed in June of 1991 and the soil at the site was found to be
contaminated. The tank pit was over excavated to a depth of about 34 feet below grade and a
total of five groundwater monitoring well have been installed. The wells indicated groundwater
had also been impacted by the former tanks. The average depth to groundwater is about 40 feet
below grade. The soil has been cleaned ,up to the satisfaction of the'San Joaquin County
PHS/EHD. There has been a persistent but declining level of benzene in two of the groundwater
monitors. Recent monitoring events suggest the monitoring wells have non-detectable levels of
TPD-D, and BTEX levels have fallen below MCL limits. This site appears to be a low risk site
1
i
i
