At this point there is insufficient information in the file to determine what percentage, if any, of the costs are related to in UST sources. These costs will be evaluated for eligibility once they are submitted for reimbursement. • I was unable to locate the County's approval letter, dated.approximately October 17, 1996_ Please submit a copy of the County's approval letter when these costs are submitted for reimbursement. • The actual costs and scope of work perfbr med must be consistent with this pre- approval for it to remain valid. o The work products must be acceptable to the County and the Regional Water Quality Control Board, • It is my opinion that it is unnecessary to obtain three bids for this scope of work; the Fund's three bid requirement is waived for this scope of work_ * If a different scope of work becomes necessary,then you must request pre- approval of costs for the new scope of work Although I have referred to the Phase One Environmental proposal in my pre- approval above,please be aware that you will be entering into a private contract: the State of California carmot compel you to sign any specific contract. This letter pre-approves the costs as presented by Phase One Environmental for conducting the work approved by the County for implementing the Phase One Environmental workplan_ I also avant to renind you that the Fund's regulations require that you obtain at least three bads, or a bid waiver from Fund staff;from qualified films for all necessary corrective action work. The legislation,governing the Fund requires that the Fund assist you in procuring contractor and consultant services for co=ctive action. I£you need any assistance in contracting for corrective action services, don't hesitate to call me.
