El Dorado Street) <br /> Stockton, CA 95206 <br /> San Joaquin County Environmental Health Department (EHD) is the lead agency providing the <br /> oversight of the investigation and cleanup of releases from underground storage tanks (USTs) <br /> within San Joaquin County. EHD has a contract with the California State Water Resources <br /> Control Board (SWRCB)to conduct a UST corrective action program. The above referenced Site <br /> was placed in the EHD Local Oversight Program (LOP) in August 1991 when soil contamination <br /> was discovered beneath three USTs removed from the southern area of the Site. <br /> The three USTs (UST-1, UST-2, and UST-3) were removed on 6 June 1991 under EHD permit <br /> and inspection. Analytical results for soil samples collected from beneath the USTs documented <br /> an unauthorized release of gasoline and diesel fuel. In September 1991, the area was excavated <br /> to approximately 32 feet below ground surface (BGS) and soil confirmation samples collected <br /> from the excavation were"non-detect" for contaminants analyzed. After backfilling was completed <br /> in 1992, several soil borings and monitoring wells (MWs) were completed in the area of the <br /> former USTs. Soil and ground water sample results were initially impacted by low contaminant <br /> concentrations. <br /> In 1996, EHD requested that an on-site abandoned production well in the northern area of your <br /> Site be sampled and destroyed prior to Site closure consideration. The out of service production <br /> well was approximately 400 feet north of the three former USTs in the southern area undergoing <br /> post-remediation monitoring and sampling. The out of service production well was sampled and <br /> gasoline contaminants were present in the ground water sample collected and the out of service <br /> production well was then destroyed under EHD permit and inspection. <br /> Further research of the northern area was conducted by your consultant Phase One <br /> Environmental. Documents maintained by the San Joaquin County Assessor's Office had <br /> recorded an additional UST (UST-4) on-site. It had been installed approximately 30 feet south of <br /> the out of service production well.in the northern area of the Site. No documents of the removal of <br /> UST-4 were found by Phase One Environmental. Investigation of the area could not locate UST- <br /> 4. The exact time of the UST-4 removal is unknown, but may have occurred prior to the State of <br /> California UST regulations that came into effect in 1984. An unauthorized release from UST-4 <br /> was suspected of causing the gasoline contamination in the production well in the northern area <br /> of the Site. <br />
