Kirk Larson, PG, and Robert Trommer, CHG
State Water Resources Control Board
Division of Financial Assistance
1001 1 Street
Sacramento, CA 95814 CUF Claim # 1878
Subject: 3430 EI Dorado Street S., Stockton, CA
2012 Fifth Five-Year Review Response
San Joaquin County Environmental Health Department (EHD) has received and reviewed the
fifth five-year review update letter dated 18 April 2012 from Kirk Larson of the State Water
Resources Control Board (SWRCB) Cleanup Fund (CUF) for the above-referenced site. The
CUF recommended that the EHD consider the site for closure.
The site has two areas with separate releases or cases. The EHD had previously determined
that the southern area was adequately characterized and that no further action was required for
that case. For the second release area, the EHD has found that the lateral extent of impacted
groundwater has also been adequately delineated and that the dissolved plume appears to
have been reduced in mass and concentration; however the EHD notes that the monitoring
results were obtained during a period of active remediation and there are closure items that
have not yet been addressed. The EHD will direct cessation of active remediation, verification
groundwater monitoring results, and preparation of a no further action required request report
that discusses plume delineation and behavior without active remediation and includes a human
health risk assessment, a vapor intrusion evaluation, and other closure criteria needed for
complete closure evaluation.
Questions or comments should be directed to Harlin Knoll at (209) 468-3442 or to Nuel
Henderson at (209) 468-3436.
Sincerely,
Harlin Knoll, REHS Nuel Henderson, PG
Senior Registered Environmental Health Specialist Engineering Geologist
2012 Five-Year Review Update Response CUF Claim No 1878.doc
