PUBLIC HEALTH SERVICES
SAN JOAQUIN COUNTY Z
JOGI KHANNA M.D.M.P.H
Healcli Officer ..
P.O. Box 2009 0 (1601 East Hazelton Avenue) 0 Stockton, California 95201 SSI F60
(209) 468-3400
Q Fy
January 16, 1992
TO: San Joaquin County Community Development Department
Planning Division
ATTN: Steve St. Sure
FROM: San Joaquin County Public Healt ervices
Environmental Health Division
RE: LA-92-16, ATTN: PAT
4004 S. El Dorado
Due to the magnitude and complexity of the petroleum hydrocarbon
contamination of the property in question, involving both soil
and groundwater, current environmental concerns can not be
satisfactorily mitigated. Public Health Services Environmental
Health Division (PHS/EHD) therefore recommends denial of the
application for a lot line adjustment until the site has been
"certified" as clean by this agency, with concurrence of the
Central Valley Regional Water Quality Control Board. Previous
correspondence with your office has outlined the site specific
conditions and cited the applicable ordinance, State regulation,
and Legislative Act to support this recommendation. PHS/EHD is
the designated local agency responsible for the oversight of the
cleanup activities on sites with petroleum hydrocarbon
contamination from underground storage tanks and its authority is
granted under section 25297 . 1 of the Porter-Cologne Water Quality
Control Act of 1989 .
Should you require any additional information regarding this
recommendation please contact Steven Schneider REHS,
at (209) 468-3441.
A Division of San Joaquin County Health fare Services
