El Dorado <br /> Stockton, CA <br /> li <br /> In response to the conversation on May 5, 1991, between Public Health Services, Environmental Health <br /> Division,(PHS/EHD) staff and Mr. Dean Willis with the law firm of O'Melveny and Myers, who represent <br /> Manna Pro Corporation, PHS/EHD has;the following comments: <br /> 1. The issue of returning the presently stockpiled, contaminated soil back into the excavated <br /> tank pit for on-site rertediation was discussed with staff of the Central Valley Regional <br /> Water Quality Control Board (CVRWQCB). Neither PHS/EHD nor CVRWQCB are willing '+ <br /> to recognize this methodology as a viable option. <br /> 2. Pursuant to Section 2652(d) of the Underground Storage Tank Regulations (California <br /> a Administrative Code, Title 23, Subchapter 16) a quarterly monitoring report shall be <br /> f submitted to Public Health Services, Environmental Health Division and Central Valley <br /> j Regional Water Quality Control Board (CVRWQCB) until the investigation'and cleanup of <br /> the site is deemed adequate. The report is to show the: <br /> -status of investigation and cleanup activities including ttie results of all <br /> mve <br /> stigations;completed to date; <br /> j` -proposed continuing or next phase of investigation; <br /> '. -method of cleanup proposed or implemented, schedules for the completion of the <br /> investigation of the site and remediation; <br /> -monitoring well data including groundwater elevation,pH,conductivity,gradient; <br /> analytical results of groundwater or soil sampling; and <br /> -a site map showing the "zero line" of contamination, if known, and changes in the <br /> above measurements over the last quarter. <br /> - - _ <br /> I; y <br /> 11!jj <br /> A Division of San Joaquin County Health Care services <br /> I i <br />
