AZURE ENVIRONMENTAL <br /> September 10, 1998 <br /> Harlan Knoll <br /> San Joaquin County Public Health Services <br /> 304 East Weber Avenue <br /> Stockton, California 95202 <br /> RE: Workplan to Close Hydraulic Platform Bunker <br /> Former Manna Pro Facility, Stockton, California <br /> Dear Mr. Knoll: <br /> This letter presents a summary of proposed work activities to close a hydraulically actuated bulk <br /> truck emptying platform contained in a concrete-lined bunker ("platform bunker") at the former <br /> Manna Pro facility, 4004 South El Dorado Street in Stockton, California. The platform bunker <br /> was reportedly where trucks were unloaded of grain by raising the front end of a truck driven <br /> onto the platform. The portion of the platform bunker presently remaining at the Site includes a <br /> pair of hydraulic rams in the subsurface concrete-lined bunker. The bunker appears to be <br /> approximately 7-to 10-feet deep and is partially filled with oily water. The objective of this <br /> workplan is to remove the contents of the platform bunker and close the structure in accordance <br /> with San Joaquin County Public Health Services (SJCPHS) requirements. <br /> On July 30, 1998, a water sample was collected from the bunker and sent to a laboratory for <br /> analysis of total petroleum hydrocarbons as diesel (TPHd). As indicated in the attached <br /> laboratory certificate, the water sample was found to contain TPHd at a concentration of 13,000 <br /> mg/l. <br /> Platform Bunker Closure Workplan <br /> To close the platform bunker, fluids in the bunker and rinseate generated from pressure <br /> cleaning the walls of the bunker and hydraulic arms will be removed and contained on-site for <br /> characterization and proper disposal. It is estimated that approximately 6,000 gallons of oily <br /> water are present in the bunker. To evaluate options for bunker water disposal, Azure collected a <br /> water sample for additional chemical analysis on September 9, 1998. The water sample analysis <br /> results will be used to evaluate water disposal options, including permitting and discharge into the <br /> sanitary sewer system and off-site transport and disposal. <br /> Following removal of the bunker contents, the concrete walls will be inspected for holes or <br /> other defects. In the event that such defects are found, it is recommended that a soil sample be <br /> collected from soil in the vicinity of the defect and/or from beneath the bunker.
