SECTION 1 <br /> SOIL INVESTIGATION WORKPLAN <br /> Introduction <br /> The Manna Pro facility consists of a feed mill and warehouse located <br /> on El Dorado Street in Stockton, California. The mill is no longer in <br /> operation and a portion of the warehouse is being leased to a tenant. <br /> A Phase II site audit was conducted by WHF Environmental <br /> Consultants in February 1990. During the site audit five <br /> underground fuel tanks were identified in the northwest corner of <br /> the property. <br /> The fuel tanks were removed by SEMCO (a subcontractor to WHF) in <br /> June 1990. Diesel and gasoline contamination was found in the <br /> underlying soils after the tanks were removed. Contamination was <br /> also found underneath the fuel pumps, to the southeast of the tanks. <br /> A re-excavation workplan was prepared by WHF in July 1990 and <br /> approved by San Joaquin County. Approximately 2,500 cubic yards of <br /> soil were then excavated from the area and stockpiled on site. An <br /> addendum to the re-excavation workplan calling for removal of 5,000 <br /> cubic yards of soil was filed with San Joaquin County on September <br /> 12, 1990, and was recently approved by the County. The activities <br /> proposed in this Soil Investigation Workplan will be pursued under <br /> the auspices of the September 12th addendum. The County requested <br /> this workplan to further specify the work to be undertaken. <br /> Current Situation <br /> Currently there is a large excavation pit in the parking lot near the <br /> northwest corner of the property. Soil has been mounded around.the <br /> pit and a temporary fence has been placed on top of the mounded soil. <br /> The excavated soil has been segregated into stockpiles of clean soil - <br /> and contaminated soil. <br /> Soil samples have been submitted for laboratory analysis on two <br /> occasions during the past nine months. Seven soil borings were <br /> drilled in conjunction with the Phase II site assessment report in <br /> February 1990, and samples were collected at an elevation of 15 feet <br /> below grade. In July, 1990, ten additional soil samples were collected <br />
