The mill is
no longer in operation and a portion of the warehouse is being leased
to a tenant. A Phase II site audit was conducted by WHF
Environmental Consultants in February 1990. During the site audit
five underground fuel tanks were identified in the northwest corner
of the property.
The fuel tanks were removed by SEMCO (a subcontractor to WHF)in
- June 1990_ Diesel and gasoline contamination was found in the
- underlying soils after the tanks were removed. Contamination was
also found underneath the fuel pumps, to the southeast of the tanks.
A re-excavation workplan was prepared by WHF in July 1990 and
approved by San Joaquin County. Approximately 2,500 cubic yards of
soil were then excavated from the area and stockpiled on site. An
addendum t) the re-excavation workplan calling for removal of 5,000
cubic yards of soil was filed with San Joaquin County on September
12, 1990, and was approved by the County.
Before proceeding with the excavation, O'Melveny& Myers (attorneys
for Manna Pro) contracted with ERM-West to review the status of the
work performed to date and provide recommendations for future
activities at the site. ERM-West recommended that an investigation
be done to determine the extent of soil contamination prior. to
proceeding further with excavation of contaminated soil.
Accordingly, additional excavation of the site was done October 11,
1990 under the auspices of the approved September 12 workplan
addendum. Additional contaminated soil was found at depths from
15 feet to 35 feet in the existing excavation as more fully described in .
the ERM-West report filed with San
-.Joaquin._County_on-October-l5,- ----- — - --- - ---
- 1990.
1-1
