=" ,s"`••,..a.s } . -rte"-, _ ;.r'" s.,-`i '"a ..sem. _
:m.
SECTION I
INTRODUCTION
This document presents the results of a soil and groundwater
investigation completed at the Manna Pro Feed Mill facility located at
4004 El Dorado Street, Stockton, San Joaquin County, California. The
location of this facility is shown on Figure 1-1. The facility consists of
a feed mill and warehouse that is presently idle. A Phase II site
audit of the facility was conducted by WHF Environmental
Consultants in February 1990. During the audit, five.underground
fuel tanks were identified in the northwest corner of the property.
The fuel tanks were removed by SEMCO (subcontracted to WHF) in
June 1990. Diesel and gasoline contamination was found in the
underlying soils after the tanks were removed. Contamination was
also found underneath the fuel pumps, to the southeast of the tanks.
Are-excavation workplan was prepared by WHF in July 1990 and
approved by San Joaquin County. Approximately 2,500 cubic yards of
soil were then excavated by SEMCO from the area and stockpiled on-
site. An addendum to the re-excavation workplan calling for
removal of 5,000 cubic yards of soil was filed with San Joaquin County
on September 12, 1990 and was approved by the County. It is
unknown if the 5,000 cubic yards refers to additional or total yardage.
Currently, a large excavation pit exists in the parking lot near the
northwest corner of the property (Figure 1-2). Soil has been mounded
around the pit, and a temporary chain link fence has been placed on
top of the mounded soil. The excavated soil has been segregated into
stockpiles of clean and contaminated soil (Figure 1-3).
Before proceeding with further excavation, O'Melveny & Myers
(council for Manna Pro, Inc.) contracted with ERM-West, .Inc. to
review the status of the work performed to date and provide
recommendations for further activities at the site. The initial
assessment work by ERM-West completed in October 1990 consisted of
trenching and sampling within the existing excavation. ERM-West
recommended that an investigation be performed to determine the
extent of soil contamination prior to proceeding further with
excavation of contaminated soil. Accordingly, additional excavation
of the site was done October 11, 1990, under the auspices of the
approved_September_12_workplan_addendum.
1-11
