ElDorado
Stockton, CA95203
San Joaquin County Public Health Services Environmental Health Division (PHS/EHD)
has approved a Preliminary Site Assessment Work Plan and Addendum dated April 5,
1999 prepared by Advanced Geo Environmental, Inc. (AGE), for the above referenced
site. The Work Plan outlines procedures for investigating contamination at this site from
former Underground Storage Tank (UST) locations at the site. PHS/EHD has received
information regarding the UST operations at this site making it necessary to modify a
portion of the approved Work Plan.
The Work Plan proposes investigation of the northwest portion of the property
where there were previously gasoline USTs. Apparently, these USTs were removed by
ARCO in 1974 under permit from Stockton Fire Department. Since there is no known
contamination from these USTs oversight costs for this portion of the investigation
cannot be charged to the PHS/EHD Local Oversight Program (LOP). Please find
enclosed a Master file record form to be completed and submitted with $234.00 which
covers the first three hours of oversight time ($78.00 X 3). You will be billed for any
oversight time spent over the 3 hours. If no contamination is found PHS/EHD will
provide you notification that further action is not required. If contamination from the
ARCO USTs is discovered during the environmental assessment the oversight cost can be
charged to the LOP from that time until corrective action is completed.
There is documented contamination from the waste oil UST formerly located on the
southern part of the property so costs for oversight of that investigation will be charged to
LOP.
Once you have provided the information requested by the State Water Resources Control
Board Cleanup Fund Program and received a"Letter of Commitment"from them, you
can request reimbursement for your corrective action costs from them.
A Division of San Joaquin County Health Care Services
