Tracy Material Recovery&Transfer Station SPCC Plan <br /> Fueling Center <br /> The fueling center tanks are surrounded by bollards and located over 125 feet from the nearest <br /> storm drain. The flat surface and the distance would allow time for response with absorbent <br /> materials, preventing a spill from entering a storm drain. Potential spill hazards at the fueling <br /> center derive from the fuel delivery tank trucks and fuel transfer operations. <br /> • Facility Fuel Delivery Tank Trucks <br /> 1. The largest potential spill that can reasonably be expected is approximately 25 <br /> gallons.This could occur if a valve on the truck or a truck tank was to leak. Drivers <br /> are instructed to stay with their trucks and view the unloading operation to assure <br /> that a spill does not occur. The tank truck carries a supply of absorbent material <br /> and spill kits in the event of a spill. <br /> 2. When not in use,the tank trucks will be parked in a location away from storm drain <br /> inlets and in a manner that will offer protection against accidental collision from <br /> other vehicles. <br /> • Fuel Transfer Operations <br /> 1. Bulk commodity distributors deliver fuel to the fueling center ASTs on an as- <br /> needed basis. Fuel levels in the tanks are verified prior to transferring fuel to <br /> assure there is sufficient tank capacity for the delivery. Drivers are instructed to <br /> stay with their trucks and view the unloading operation to assure that a spill does <br /> not occur. Facility personnel maintain fuel delivery and use records under the <br /> direction of the General Manager. A cover mat is staged by the drain, and <br /> deployed prior to any fuel transfer operation. <br /> 2. Vehicle refueling operations are performed by facility personnel only. Fuel <br /> dispensers have automatic shut-off nozzles to prevent overfilling the tanks. A <br /> master fuel pump shut-off switch is located at the fueling center in the event of an <br /> emergency and is clearly marked"Emergency Pump Shut Down". <br /> 3. Equipment refueling operations are performed by facility personnel only. Fuel <br /> levels in tanks are verified prior to transferring fuel assure there is adequate tank <br /> capacity for the delivery. <br /> The fuel vendor is also responsible for regular refueling of the tank for the fire pump. <br /> As a good management practice, an adequate supply of absorbent material and spill clean-up <br /> equipment is maintained in a spill kit adjacent to the fuel tanks in the event of a release during <br /> fuel delivery (see Section 3.7). Additional spill response equipment is staged in the shop <br /> building. <br /> October 2019 3-6 <br />
