Overfill Buckets/Fill Locations: <br /> At the East end of the 10,000 gal. Diesel Fuel Tank where filling of the tank is conducted, there <br /> is a spill/fill container of approximately 10 gals. capacity. <br /> Filling operations connections are completely contained ' <br /> within this overfill containment box. At the filling point <br /> ip <br /> connection, which sits entirely within the containment box, <br /> it was noticed that there was approximately 4 gallons of <br /> product in the containment box. Normally, the <br /> containment box liquid would be pumped back into the <br /> system via the hand pump, but in this case, the product <br /> had apparently been in the box for some time, with <br /> fugitive dust being stirred up next to the tank in site <br /> operations, which would have severely contaminated <br /> the product in the containment box. It is required that <br /> this product currently in the containment box be _ <br /> removed and disposed of properly and that the containment box be cleaned. Oct. 15, 2019: <br /> The product sitting in this containment box has been properly removed from the containment <br /> box and the containment box has been cleaned. There appear to be no further required <br /> actions or corrections at this particular location of the tank. It is noted that the containment <br /> box should be part of regular visual inspections on this storage tank to prevent sitting product in <br /> this device container. This container is not generally locked, however the facility is secured <br /> when not operating. Beneath the fill/spill containment box, there is also a return opening for <br /> the hand pump- plunger in the interior of the overfill bucket thru which spilled or line residual <br /> fuel can be returned to the tank. <br /> Maintenance on the plunger needs to occur as part of the ongoing preventative <br /> maintenance program, and if necessary, be replaced. Also, at the time of the inspection, the <br /> overfill/fill location was unlocked and easily opened. This fill location should be padlocked <br /> when not in use,to avoid unauthorized opening, although the entire yard is secured. <br /> Vents: <br /> The Aboveground Storage Tank has a 2-inch CARB approved atmospheric vent which is in <br /> operating condition and is unobstructed. During the inspection, the vent cap was closely <br /> inspected to determine that there were no obstructions for vapor venting. The atmospheric vent is <br /> on the top of a 2 inch galvanized steel pipe and terminates approximately 8ft. above the top of <br /> the tank, which precludes atmospheric flammable congregating at the tops of the tank and <br /> creating an explosive or combustible condition. There is (1) inch emergency vents on the top of <br /> the tank, one for the primary vessel, and also an 8 inch emergency vent for the secondary <br /> containment area of the tank located at the middle of the top of the tank.. The emergency vent is <br /> a Morrison Bros. emergency vent. The one e-vent for the primary tank is attached to the bolted <br /> 28 inch man way. The e-vent for the secondary containment is welded to the outer shell of the <br /> tank and located near the center top of the tank. The emergency vent actuates at 2 1/2 psi. The <br /> emergency vent was inspected and tested and found to be in good working condition. The <br /> Morrison Bros emergency vent is sized to the volume of the AST for the AST. The atmospheric <br /> vent on the 2 inch pipe riser did not appear to have any obstructions to the outflow of vapors and <br /> are suitable for continued use. <br />
