Miscellaneous:
Security fencing is present, serviceable, and of adequate height. All operations, including tank
filling operations, are contained within the secured areas, which is open during regular business
hours. Site personnel has positive control of entry to all locations within this facility. The fuel
tank is surrounded with impact protection with concrete bollards surrounding the tank on the
filling side of the Aboveground Storage Tank, that might have impact with a vehicle either
during regular vehicle operations or filling of the vehicles or the filling of the AST by a vehicle.
On the North side of the tank, there is a trailer of equipment stored next to the tank, which would
be an obstruction or barrier to large vehicle equipment operations on that side of the tank. It is
recommended that bollards be installed at that side, but it is not required, as there is currently a
barrier in place (the trailer), and the fuel tank is on a pad beyond the area of operations which
involve vehicles. It is strongly recommended that there always be a barrier in place for that side,
as large equipment vehicles operate on that side of the tank, within a proximity that could result
in impact with the tank. The bollards were inspected and found to be in good condition, not
loose in any way and suitable for continued usage. There is also a wireless monitor for product
levels for inventory purposes on the top of the tank, next to the Morrison Bros. emergency vent.
There did not appear to be any issues with the inventory sensor and its workings.
Corrections Made:
As of October 30, 2019, the corrections on the exterior of the tank and on base supports of
the tank addressing corrosion have been undertaken. The tank & supports have had the
corrosion issue addressed and have had the areas of discernable corrosion all repainted,
adequately to inhibit future corrosion. This addresses the corrosion issue of the base
supports and it is determined to have been correctly and timely addressed. No issues of
corrosion of the supports are currently present. Additionally, the openings on the top of
the tank which exposed vermiculite insulation were capped to prevent entry of rainfall into
the secondary containment. (See pies attached)
