I
G -
KYLE CHRISTIE
C PAGE 2
I
October 30, 1995, at 10: 00 a. m. at the office of PHS/EHD. A summary of this meeting is
addressed in a separate letter.
1617 W. Fremont St., Stockton ARCO Facility 95450
PHS/EHD contact - Michael Infurna
j Soil contamination was discovered during a recent line replacement. A workplan to investigate
the full extent of the contamination will be submitted to PHS/EHD.
800 E. Kettleman, Lodi ARCO Facility #2076
PHS/EHD contact - Mary Meays
The status of the site was discussed . Annual groundwater sampling was approved . PHS/EHD
requested that the extent of the residual soil contamination be estimated and the potential of
the contamination be evaluated .
1612 Hammer Lane, Stockton ARCO Facility #548
PHS/EHD contact - Mary Meays
The pending tank removal was discussed. Mr. Christie indicated that he was now coordinating
tank removals and upgrades at sites where contamination has already evidenced. He stated
that by the end of February 1996 a tank removal/upgrade status update should be available.
PHS/EHD inquired about any negotiation progress with Lincoln Properties to secure an access
agreement to continue the off-site groundwater investigation and was informed that there was
no response from Lincoln Properties following the second attempt through correspondence.
PHS/EHD indicated that correspondence would be prepared to Lincoln Properties regarding
their responsibility as a property owner should ARCO 's access to the property to continue the
investigation and/or remediation not be granted.
Subsequent to the January meeting , the review of the "Fourth Quarter 1995 Status Report"
was completed. The first monitoring wells were installed in 1991 during an extended drought
period and due to current groundwater conditions, all the monitoring wells are screened below
first water. Therefore, evaluation of groundwater sample results should include a consideration
of the monitoring well's construction.
2908 W. Ben Holt, Stockton ARCO Facility #2133
PHS/EHD contact - Mary Meays
Discussed the volume of free product removed associated with the recent release. A summary
of product removal will be included in future monitoring reports. PHS/EHD stated that analysis
for fecal coliform has not been required for some time and should not be repeated. PHS/EHD
reaffirmed that groundwater extraction is not an effective remedial alternative and ARCO
concurred . PHS/EHD requested that the City of Stockton be notified that the groundwater
extraction system will at least temporarily be discontinued.
The reporting of analytical results, groundwater elevation/depth to water, and dissolved oxygen
was discussed. PHS/EHD requested that summary tables be combined so that trends in depth
to groundwater, analytical results and dissolved oxygen concentrations can be quickly
observed.
85 East Louise, Lathrop ARCO Facility #6080
PHS/EHD contact - Linda Turkatte
SITE CLOSED
225 South Cherokee Lane, Lodi ARCO Facility #760
PHS/EHD contact - Linda Turkatte
Active remediation for this site is being reconsidered . A look at the cost/benefit analysis of
natural attenuation/groundwater monitoring versus soil vapor extraction was discussed.
PHS/EHD will reevaluate the original determination of soil volume/hydrocarbon mass that was
performed for the known contamination at this site. An estimate of groundwater hydrocarbon
