I
hk AM
WO®I'VPR
San Joaquin/ARCO Meeting Minutes, March 30, 1993 Working To Restore Nature
E. Closure
1. definition: SJC indicated that they require destruction of all monitoring
wells and completion of remediation (including removal of remedial
equipment) before granting closure ; therefore, closure will not be
granted on sites undergoing post-remedial monitoring; this will affect
sites considered for closure on basis of RA/FI studies.
2, monitoring: no discussion
3, hydrologic cycle : no discussion
4. Basin Plan amendments: Beth Thayer stated that she is not aware of
the status of the basin plan amendments ; she also stated again that
federal and state involvement in the military base closures will have
an impact.
III. ARCO Sites (Environmental Consultant ; RESNA Industries)
ARCO SS No. 2130, North El Dorado St. Stockton
o Mike Infurna stated that he had just recently received the ground-water
monitoring data for the fourth quarter 1992. He would like these reports to
be submitted at least before the sampling date of the following quarter.
o RESNA informed SJ that the results of the first quarter groundwater
sampling event have been received and the quarterly monitoring report will
be submitted in April . RESNA presented the ground-water results
summarized on a plate.
o Mike stated that the ground water in the two upgradient wells (MW- 1 and
MW-4) has consistently reported moderate to hydrocarbons.hi h levels of He
g
asked when ARCO intended to assess ground water upgradient and
crossgradient from these wells (i.e. across Hammer Lane and in the mall
parking area). RESNA stated that access to drill in Hammer Lane would
likely not be granted by Caltrans. SJ asked that an attempt should be made.
o Mike inquired about the results of the air sparge pilot test which was
conducted in December 1992. RESNA informed SJ that the data are
currently being evaluated and a final report would be submitted in April.
Preliminary evaluation indicates that air sparging may be a feasible method
of remediation.
3
