Windsor ARCO Products Company <br /> Kyle Christie ARCO Products Company <br /> Chuck Carmel ARCO Products Company <br /> Jay Lucas Brown & Caldwell <br /> John Bobbitt RESNA <br /> Jay Johnson RESNA <br /> Elizabeth Thayer Central Valley Regional Water Quality Control Board <br /> (CVRWQCB) <br /> Laurie Cotulla PHS/EHD <br /> Margaret Lagorio PHS/EHD <br /> Diane Hinson PHS/EHD <br /> PHS/EHD staff members attended portions of the meeting related to the sites for which they provide oversight <br /> and are shown in the site specific summary. <br /> Prior to discussing specific sites a number of items were discussed. The lead agency for oversight of <br /> investigation and remediation of contaminated underground storage tank sites in San Joaquin County is <br /> PHS/EHD. PHS/EHD may certify soil cases without concurrence of CVRWQCB. Concurrence of <br /> CVRWQCB is required prior to certification of groundwater cases. PHS/EHD uses the LUFT Manual, Tri- <br /> Regional Board Staff Recommendations, and Appendix "A" as guidance documents when reviewing site <br /> investigations and reports. <br /> ARCO representatives explained they would like to prioritize remediaton activities at sites to better utilize <br /> the remediation equipment. ARCO will continue to define the extent of contamination at those sites where <br /> the extent of contamination has not been identified. <br /> The use of risk assessments and fate transport models was also discussed. PHS/EHD will review and consider <br /> any information submitted. However, all groundwater in San Joaquin County is considered to be of beneficial <br /> use. Therefore, site certification is not based on health risks but on this actual or potential usage of the <br /> groundwater. Both PHS/EHD and CVRWQCB continue to strive for restoration of soil and groundwater to <br /> its condition before it was contaminated. <br /> The content and revision of quarterly monitoring reports was discussed.
