Alberto's Used Tires (TPID# 1609501)- Inspection date 3/24/2015 <br /> San Joaquin County Environmental Health Department and CalRecycle completed a joint unannounced <br /> waste tire inspection of Alberto's Used Tires, located at 916 N Broadway,Stockton, CA. <br /> Alberto's Used Tires is in violation of 14 CCR, § 17351(c)—Failure to maintain one pike pole or <br /> comparable pole at least 10 feet in length to separate burning from non-burning tires, and one portable <br /> fire extinguisher with a minimum rating of A:40-B:C shall be carried on each piece of fuel-powered <br /> equipment. <br /> Alberto's Used Tires is in violation of 14 CCR, § 17354(f) -Waste tires were stored next to flammables <br /> such as wood pallets and vegetation. Waste tires were observed south of the outdoor storage area <br /> immediately adjacent to flammable material (scrap wood and pallets). Waste tires must be stored no <br /> closer than 40 ft. from flammables or the facility may obtain approval from the local fire authority that <br /> determines a different requirement is adequate. Alternative requirements approved by the local fire <br /> authority shall be subject to CalRecycle's concurrence. <br /> Alberto's Used Tires was issued an Area of Concern (not a violation)for 14 CCR, § 17354(e)—Tire <br /> storage piles containing 500 or more waste tires shall be located at least 50 feet from lot lines and <br /> buildings.The eastern side of outdoor waste tire storage area measured to be 30 feet from lot line <br /> fence. Alternatively, the facility may obtain approval from the local fire authority that determines a <br /> different requirement is adequate. Alternative requirements approved by the local fire authority shall <br /> be subject to CalRecycle's concurrence. <br /> As seen in 14 CCR, § 17351(d)-An adequate water supply shall be available for use by the local water <br /> authority.The water supply shall be capable of delivering at least 1,000 gallons per minute for a <br /> duration of at least three hours.The water supply shall be arranged such that any part of the storage <br /> yard can be reached by not using more than 500 feet of hose. Inspectors could not identify or confirm if <br /> the water supply was capable of delivering at least 1,000 gallons per minute for a duration of at least <br /> three hours nor whether any part of the storage yard could be reached by using not more than 500 feet <br /> of hose. <br /> CTL forms, facility permit, operation plan,and emergency response plan were reviewed and found to be <br /> in order. <br />
