Manzo [EH] <br />Cc: stephen.boyd@7-11.com <br />Subject: RE: 1399 Main Street permit <br />Attachments: UST Letter- San Joaquin County.pdf; page 4-manteca.pdf <br />Elena, <br />The contractor needs to comply with 22 CCR Div 4.5 Ch 32 which provides requirements for disposal of tanks and piping. <br />Tanks and piping can be managed as a non -hazardous waste if they are properly cleaned (this is typically outlined by the <br />CUPA permit requirements) AND the receiving facility is notified of their origin. Unfortunately, most Class III landfills in <br />California will not accept tanks or piping from a gasoline UST operation. They can be managed as a non -hazardous <br />waste if disposed of at a Class I or II facility. We need to make sure that Recology knows they are getting gas station <br />debris, which will likely put is their Class II cells. <br />The exemption is provided at the beginning of 22 CCR Div 4.5 Ch 32, but states you must follow the procedures they <br />outline: <br />(a) Except as provided in subsections (b), (c), and (d) of section 67383. 1, any tank system that is identified as <br />a hazardous waste pursuant to chapter 11 of this division, and that is destined to be disposed, reclaimed or <br />closed in place shall be exempt from regulation under this division if the tank system is managed in <br />accordance with all of the requirements of this section <br />Paragraph (e)(1) addresses piping, sumps and UDCs (this would also apply to dispensers, meaning we would need to <br />drain meters): <br />(e) At the completion of the cleaning process the tank system shall meet all of the following: <br />(1) All piping and appurtenances shall be free of product, sludge, rinseate and debris to the extent that no <br />material can be poured or drained from them when held in any orientation (e.g., tilted, inverted, etc). <br />Please contact me with any questions. <br />Thank you <br />Nicholas Rowe, <br />LC Services <br />Office (559) 444-1730 <br />From: Elena K.
