You mentioned in the letter that the Central Valley Regional <br /> Water Quality Control Board is unable to provide technical oversight for this case due to <br /> severe staff and funding shortfalls, and suggested that Ms Mitchell seek project oversight <br /> from our agency. <br /> As you are probably aware, the San Joaquin County Public Health Services Environmental <br /> Health Division is also faced with staffing and funding constraints which prevent us from <br /> assuming responsibility for program activities which are currently outside of our <br /> jurisdiction. We will continue to perform review and inspection activities related to our <br /> Iocal ordinances and permit requirements; however, we cannot perform project oversight <br /> nor comment on the adequacy of workplans or remedial actions at these types of projects. <br /> Your letter will be interpreted as RWQCB approval for further assessment and remediation <br /> activities at this site. <br /> We would like to meet with you and/or your staff to discuss which sites you will be <br /> providing active oversight on and which sites will be under "self directed" status.
