4 <br /> Mr. Bob Nibblack <br /> California Regional water Quality Control Board- 4_ '4 <br /> Central Valley Region <br /> 3443 Routier Road <br /> Sacramento, CA 9582773098 <br /> April 12, 1988 <br /> Dear Mr. Nibblack: <br /> This letter is an effort to keep you abreast of the actions <br /> taken by California Natural Products with regards to the waste <br /> water treatment of the rice/water by-product produced by our <br /> manufacturing facility located at 1250 R. Lathrop Road in <br /> Lathrop, CA. First of all, you should note that we have reduced <br /> approximately 970 of our BOD waste by not permitting centrifuge <br /> sludge effluent to enter the waste water system. Due to the <br /> high nutritional quality of this food by-product, we have found <br /> I the pig farmers to be desiring of such product and have made <br /> arrangements which greatly benefit the pig farmers as well as <br /> California Natural Products. <br /> Due to the significant decrease in rice waste water load, <br /> a new system was devised which had significant advantages over <br /> our original plan to build a new facultative pond system. It <br /> was realized, that the originally proposed new facultative pond <br /> system may not necessarily remedy the problems associated with <br /> the old facultative pond. These problems included visual <br /> appearance and the potential occasional odor problems which <br /> are inherent in all facultative ponds due to sludge build-up <br /> and subsequent removal, plugging of aeration systems, overloading <br /> etc. The new system incorporates the usage of aerated <br /> facultative holding tanks with a residual time of 3-4 days, <br /> which will decrease the BOD to levels which are acceptable for <br /> subsequent land applications. These tanks are more easily <br /> serviced and may be readily cleaned unlike the facultative ponds. <br /> This new system is also easily expanded by the addition of new <br /> tanks and appropriate aerators . Consequently BOD "overloading" <br /> due to plant "surges" or increased plant capacity may be quickly <br /> alleviated. This new system should avoid any potential odor <br /> problems resulting from sludge build-up and removal.
