R5-2002-0071)
Dear Mr. Forcum,
This second addendum to the original workplan prepared for the installation of additional
monitoring wells (Kleinfelder document 20-4587-01.WP2/2002R489 dated June 6, 2002) is in
response to the comments from the State of California Regional Water Quality Control Board
(RWQCB) dated October 2, 2002 and their requirement to address those comments and resubmit
the revised Plate 5 of the addendum by October 11, 2002.
In the RWQCBs letter of October 2, 2002 it was stated that Kleinfelder did not employ additional
groundwater elevation data provided by the Board, nor did it clarify groundwater hydrogeology
in the site vicinity. Kleinfelder took the RWQCBs data into account in a lengthy response as
stated in the first item addressed in the addendum letter. Kleinfelder's response to the RWQCB
original request to "submit groundwater contour maps that better define groundwater flow
conditions at the site" in our Addendum No. I was as follows:
Kleinfelder was aware of the Sharpe Army Depot data presented by the Board and has taken into
account that data in its initial evaluation of groundwater flow of the northern portion of the site and
subsequent flow data recorded. In accordance with the RWQCB request the last four quarters of
groundwater data has been contoured . In the plant's northern area of the facility where three
piezometers (P-1, P-2, and P-3) are located the groundwater flow direction has been recorded as
flowing east/southeast, east, northeast, and even south It has been estimated that the Sharpe Army
Depot extraction wells operation has influenced the groundwater flow direction. Other domestic or
commercial pumping data is not known in areas east or west of the facility. Directly north and
northeast of the CNP site on the north side of Lathrop Road the Sharpe Army Depot is located.
Along the southern portion of the Sharpe Army Depot is at least ten(10) groundwater extraction
wells (EWAI through EWA10) and at least twenty-four (24) monitoring wells within
approximately 2,400 feet of the CNP site. Groundwater level contour maps prepared for the
Sharpe Army Depot site show groundwater flowing predominantly to the north or northeast in the
area of extraction well EWA5 (located within approximately 1,600 feet from CNP) with the
exception of the fourth quarter 2001 data which shows groundwater flow in that area to the west.
C204587-OI.MNI /ST021,262 Page 1 of
Copyright 2002,Kleinfelder,Inc.
