Box 1219 <br /> Lathrop, CA 95330 <br /> CONDITIONAL APPROVAL OF GROUNDWATER MONITORING WORKPLAN, CALIFORNIA <br /> NATURAL PRODUCTS, LATHROP, SANJOAQUIN COUNTY <br /> I have reviewed the 8 May 2001 Groundwater Monitoring Workplan, California Natural Products, <br /> prepared by Kleinfelder. The plan was prepared in response to a 13 March 2001 request from the <br /> Regional Board for a groundwater monitoring workplan. After reviewing the workplan, I have the <br /> following comments: <br /> — Because the report does not discuss groundwater sampling procedures, the workplan should <br /> reference the 13 April 2001 Sampling and Analysis Plan and the 2 May 2001 Addendum No. 1 <br /> prepared by Kleinfelder. <br /> — Please resubmit Figure 2 with the building features shown. Features that should be shown include <br /> buildings, roadways, application areas, existing well locations, and proposed well locations. <br /> — Based on a presumed west-northwest groundwater flow direction, the well locations in the proposed <br /> land application area might be improved. Please approximately locate the property lines and <br /> reevaluate the western most well location. Additionally, considering the presumed groundwater flow <br /> direction,please reevaluate the northern most well location and resubmit Figure 1. <br /> — The use of neat cement with up to five percent bentonite by weight is acceptable as an annular seal. <br /> The wellheads shall be set in concrete in accordance with Section 13.14.4 of the San Joaquin County <br /> Environmental Health Department's (SJCEHD's)Well Standards. <br /> — If conditions in the borehole allow, it is recommended that the sand pack be surged prior to installing <br /> the bentonite seal consistent with SJCEHD Well Standards Section 13.10.8. <br /> — If a slip cap is used on the bottom of the well casing, it must be secured using stainless steel screws. <br /> By 13 June 2001,please submit an addendum to the workplan which addresses these comments and <br /> provides a schedule for well installation. The 13 March 2001 Regional Board Order for Technical <br /> Reports requires the submittal of the Groundwater Well Installation Report by 30 July 2001. <br /> California Environmental Protection Agency <br /> Ca Recycled Paper <br /> The energy challenge facing California is real.
