Box 1219 <br /> Lathrop, California 95330-1219 <br /> RE: Addendum No. 1 <br /> Sampling and Analysis Plan <br /> California Natural Products Facility <br /> 1250 East Lathrop Road <br /> Lathrop, California <br /> (Revised M&RP No. 98-223; 3/13/2001) <br /> Dear Mr. Forcum, <br /> Kleinfelder has received its copy of the April 23, 2001, Conditional Approval Letter by Mr. Tim <br /> O'Brien of the Central Valley Regional Main Office of the State of California Regional Water <br /> Quality Control Board (RWQCB). That letter approved the Sampling and Analysis Plan (SAP) <br /> conditional on the following items being addressed in an addendum. For convenience, the <br /> RWQCB's comment is italicized and Kleinfelder's response is in plain text. <br /> Item#1 <br /> It should be noted in the SAP that all monitoring shall be performed in accordance with the <br /> revised Monitoring and Reporting Program (MRP) No. 98-223. Any monitoring that is <br /> performed in addition to the minimum requirements shall also be submitted to the Regional <br /> Board with the next regularly scheduled monitoring report in accordance with the Reporting <br /> requirements presented in the MRP. <br /> Kleinfelder did reference the revised MRP in several locations. The SAP was written in attempt <br /> to make the requirements of the MRP more site specific, as well as provide an additional level of <br /> detail beyond the MRP. Of course, Kleinfelder recognizes that any monitoring performed must <br /> be performed in accordance with the MRP. If and where the SAP and the MRP differ, the MRP <br /> shall prevail.
