H. WRITTEN RESPONSE PLAN <br />10. If -.n unauthorized release occurs how will the hazardous substance be cleaned up? <br />In the state of California, if a tank leaks and the "operator is able to cleanup the release with 8 hours <br />after the release was detected or should reasonably been detected, and which does not escape from <br />the secondary containment, does not increase the hazard of fire or explosion and does not cause <br />deterioration of the secondary containment of the underground storage tank, shall be recorded on the <br />operator's monitoring reports." Thus, in this situation, the operator should make a record of the spill <br />and maintain this record with the gasoline files at the facility. However, this situation does not <br />require reporting to the local agency. However, all other unauthorized releases must be reported to <br />the local agency within 24 -hours. The next action would be to evacuate the primary vessel and then <br />the secondary vessel. The tank would then be replaced and/or repaired. Any leaking pipes will be <br />treated in the same manner. If an unauthorized release occurs from a single-wall tank and/or piping <br />system, the same protocol should be followed. Southland would then begin any assessment and/or <br />cleanup activities directed by the local agency. <br />11. List the proposed methods and equipment to be used for removing and properly disposing of anv <br />hazardous substances. Include the location and availability of the required equipment if not <br />permanently on-site and an equipment maintenance schedule for the equipment located on site <br />All Southland facilities have absorbent material (kitty litter) on site to be used for very small spills. <br />The absorbent material is maintained on a weekly basis and replenished as needed by the local <br />wholesaler. Once used, this absorbent material is collected by a contractor and disposed as oily <br />waste. If a larger spill occurs, the store operator will contact the Fire Department (911) and <br />Southland's Dispatch 1 maintenance number at (800) 828-0711. The maintenance department will <br />contact the local authorized service contractor (Banks & Co.) to collect, remove and properly dispose <br />of the hazardous substance. San Joaquin County Environmental Health Division will also be <br />notified. Fluor Daniel GTI, Southland's environmental consultant for the greater Los Angeles Area <br />and Northern California Area, may also be notified. Fluor Daniel GTI will then proceed to perform <br />whatever tasks necessary, such as a site assessment in accordance with SA/M manual guidelines. <br />12. List the names and title(s) of the persons responsible for authorizing any work necessary under <br />the response plan. <br />The environmental coordinator for the Southland Corporation, Western Region, is Bob DeNinno. <br />All necessary vJork and coordination with contractors will be authorized by liis office.
