PHS/EHD has a contract with California State Water <br /> Resources Control Board to conduct an underground storage tank corrective action program. <br /> Section 25297.1(b) Chapter 6.7 of the Health and Safety Code provides PHS/EHD the authority <br /> to require an investigation and cleanup of unauthorized releases. The above referenced site was <br /> placed in the PHS/EHD Local Oversight Program (LOP) in January 1992. <br /> There is groundwater and soil contamination remaining at your facility. Water samples taken in <br /> the overexcavation after tank removal and water samples collected from the 3 on-site monitoring <br /> wells all indicate the presence of petroleum hydrocarbon contamination. Results of soil samples <br /> taken above groundwater in the northeast portion of the facility also reveal substantial residual <br /> soil contamination. <br /> PHS/EHD has reviewed the quarterly groundwater results for samples collected June 1, 1994. <br /> All 3 monitoring wells sampled contained concentrations higher than the previous quarter. <br /> Groundwater monitoring alone at this site is unacceptable as corrective action. Chevron must <br /> take a more active role to mitisate the conditions at this site. <br /> Accordingly, you are directed to submit a workplan to this office within 90 days from the date <br /> of this letter. The workplan shall include: <br /> 1. A proposal to further define soil and groundwater contamination. <br /> 2. A permit application for soil borings/monitoring wells. <br /> 3.
