Monitoring system functionality: Functionality of the monitoring system must be verified to <br />ensure it meets the requirements of Title 23 California Code of Regulations and the Health <br />& Safety Code. (Functionality of vacuum and liquid "smart" sensors, and brine and liquid <br />sensors in UDCs). <br />i. Primary piping test: Witness tightness test performed by SWRCB licensed tank tester or <br />receive passing 0.1 gallon per hour test results from the PLLD (if installed). A visual <br />inspection is required for PLLD tested lines. <br />j. California Environmental Reporting System (CERS) UST installation/modification form shall <br />be submitted for the replacement of each UDC. <br />Please be aware that the facility cannot operate the UST system prior to the EHD <br />inspection and approval. <br />4. Any individual performing the work of a service technician must meet the following <br />qualifications: <br />a. Possess or be employed by a person who possesses one of several permissible valid, <br />current contractor's licenses issued by the Contractors State License Board (may be issued <br />to the installation company), or a Tank Tester's license issued to the individual by the State <br />Water Board, and <br />b. Possess or work under the direct and personal supervision of an individual physically <br />present at the work site who possesses a valid, current California UST Service Technician <br />certificate issued by the International Code Council (ICC), and <br />c. Possesses a valid, current certificate of training from the manufacturer(s) of the <br />component(s) being tested, repaired, or serviced. <br />5. Individuals installing underground storage tank system components must possess or work <br />under the direct and personal supervision of an individual physically present at the work site <br />who possesses all of the following: <br />a. A valid, current contractor's license issued by the Contractors State License Board, and <br />b. A valid, current UST Installation/Retrofitting certificate issued by the International Code <br />Council (ICC), and <br />c. A valid, current certificate of training from the manufacturer(s) of the component(s) being <br />installed. <br />6. All components must be certified by an independent testing organization and labeled as <br />required by the organization (UL, ULC, ANSI, API, ASTM, etc.). All components must be <br />compatible with the substance stored or monitored. See California Code of Regulations (CCR) <br />Title 23, Chapter 16, Table B for a complete list. <br />7. Permit expires 180 days from the date of approval.
