The continuous monitoring system shall be maintained to
detect the entry of the liquid or vapor phase of the hazardous substance stored in the primary containment into the
secondary containment and to detect water intrusion into the secondary containment. The service technician turned
the sensor upside down prior to retesting it upright vertically in water. The 208 sensor sensor passed the second
time.
This was corrected on site.
This is a minor violation.
305 HSC 25290.1(e) VPH monitoring of the interstitial spaces of the UST system is not maintained.
Communication in the 87 and 91 product submersible turbine pump (STP) and fill sumps of the vacuum pressure
hydrostatic (VPH) system were not tested during the inspection on 4/10/17. The interstitial space of the
underground storage tank system shall be maintained as designed under constant vacuum such that a breach in
the primary or secondary containment is detected before the hazardous substance is released into the environment.
Immediately contact a properly licensed, trained and certified contractor to install and test communication of the
VPH system components under permit and inspection by the environmental health department.
This is a repeat violation, Class II.
316 HSC 25290.1(c3), 25290.2(c3) Secondary containment not constructed to prevent water intrusion (after Jul 2003).
An eighth of a cup of liquid was found in the 91-product fill sump. Moisture was found in the 87 and 91-product
submersible turbine pump (STP) sumps. Secondary containment shall be constructed to prevent any water
intrusion into the system by precipitation, infiltration, or surface runoff. The service technician removed the liquid and
moister from the 91-product fill sump and the 81-and 91-product STP sumps.
This was corrected on site.
This is a repeat violation, Class Il.
319 CCR 2635(b) No spill bucket, failed to contain five gallons, or failed to provide a means to keep it empty.
The 87-product spill bucket failed the one hour hydrostatic test. The service technician made no corrections and
retested the 87-product spill bucket. The 87-product spill bucket passed after being retested.
This is a minor violation.
Overall Inspection Comments:
Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement
documenting the corrective actions that have been or will be taken for each violation, and any supporting
paperwork, by May 10, 2017.
Please be aware that as of January 1, 2014, facility operators are required to upload the following UST program
documents into the California Environmental Reporting System (CERS): UST Monitoring Site Plan, UST
Certification of Financial Responsibility, UST Response Plan, UST Letter from Chief Financial Officer (if
FA0003831 PR0231760 SCO01 04/10/2017
EHD 23-01 Rev.09/22/16 Page 4 of 5 Underground Storage Tank Program OIR
