PHS/EHD would like to take this opportunity to
clarify the December 22 and 23, 1993 communications between PHS/EHD staff and
WEGE representatives
Evidently during the site inspection of December 22, 1993, the vapor extraction system
(VES) was not operating due to mechanical shut down When PHS/EHD staff inquired
about the operation of the VES and groundwater extraction, in relation to the
investigation of contamination associated with dry cleaning solvents on the property also
owned by Lincoln Properties, the WEGE representative incorrectly inferred that
PHS/EHD staff was requesting that the VES continue not to operate
In regards to the operation of the VES, neither PHS/EHD nor the Central Valley
Regional Water Quality Control Board (CVRWQCB) have placed any restrictions on its
operation The VES has been removing petroleum hydrocarbon contamination from the
soil, decreasing the amount of hydrocarbons available to leach into groundwater
If fact, groundwater contamination continues to be evidenced and requires remediation
PHS/EHD was informed that you have elected to discontinue groundwater extraction and
treatment as a result of communication uith Lincoln Properties The extraction and
treatment of contaminated groundwater appeared to effectively control plume migration
and to reduce the levels of contamination Neither PHS/EHD nor the CVRWQCB has
placed any restrictions on the operation of the groundwater extraction and treatment
system
At your earliest convenience, please re-start the VES and continue evaluation of the
possible effect which periodic groundwater extraction may have on the migration of
solvent contamination associated with Lincoln Properties' site.
A Dh"LVon Of ban Jaaq=QXMry Health rare acrAces qs>
