Briggs
San Joaquin County Public Health Services
Environmental Health Division
Post Office Box 388
Stockton, California 95201-0388
Subject: Shell Service Station (WIC No. 204-7524-2804)
4315 Waterloo Road
Stockton, California
Dear Ms. Briggs:
Fugro West, Inc. (Fugro), on behalf of Shell Oil Company, is providing this
correspondence to meet the requirements of San Joaquin County Public Health Services
for a soil excavation and management plan for the subject site. This correspondence was
prepared per our November 23, 1994 telephone conversation and applies to any soil
potentially excavated and stockpiled during the removal and replacement of steel
underground fuel storage tanks on site. This plan has been prepared as a contingency
in the event petroleum hydrocarbons are detected in soil in concentrations that warrant
further excavation.
Fugro personnel will collect soil samples from beneath the former tank, product piping,
and dispenser island locations. Samples will also be collected from stockpiled soil for
characterization and disposal purposes. The samples will be delivered to Sequoia
Analytio[ (Sequoia), of Sacramento, California, for chemical analysis. Sequoia is a state-
certified analytical laboratory. Fugro plans to perform all soil sampling in accordance with
the California "LUFT" Manual and "Tri-Regional" guidelines.
If warranted by the presence of petroleum hydrocarbons, Fugro may propose to excavate
and stockpile additional soil on site. The purpose of over-excavation would be: 1) to
remove petroleum "source soils";and,2) investigate the extent of petroleum hydrocarbons
potentially present in soil beneath the site.
Any soils that are hauled from the site will be transported to an appropriate disposal
facility by Manley & Sons, a licensed Sacramento, California hauler. Landfills that Shell
currently uses include B&J, of Vacaville, BFI of Livermore, and Forward, Inc. of Stockton.
Local (county) landfills have also been used provided the stockpiled soils meets all local
agency profiling requirements.
A member of the Fugro group of companies with offices throughout the world
