(Fugro), on behalf of Shell Oil Company, is providing this <br /> correspondence to meet the requirements of San Joaquin County Public Health Services <br /> for a soil excavation and management plan for the subject site. This correspondence was <br /> prepared per our November 23, 1994 telephone conversation and applies to any soil <br /> potentially excavated and stockpiled during the removal and replacement of steel <br /> underground fuel storage tanks on site. This plan has been prepared as a contingency <br /> in the event petroleum hydrocarbons are detected in soil in concentrations that warrant <br /> further excavation. <br /> Fugro personnel will collect soil samples from beneath the former tank, product piping, <br /> and dispenser island locations. Samples will also be collected from stockpiled soil for <br /> characterization and disposal purposes. The samples will be delivered to Sequoia <br /> Analytio�[ (Sequoia), of Sacramento, California, for chemical analysis. Sequoia is a state- <br /> certified analytical laboratory. Fugro plans to perform all soil sampling in accordance with <br /> the California "LUFT" Manual and "Tri-Regional" guidelines. <br /> If warranted by the presence of petroleum hydrocarbons, Fugro may propose to excavate <br /> and stockpile additional soil on site. The purpose of over-excavation would be: 1) to <br /> remove petroleum "source soils";and,2) investigate the extent of petroleum hydrocarbons <br /> potentially present in soil beneath the site. <br /> Any soils that are hauled from the site will be transported to an appropriate disposal <br /> facility by Manley & Sons, a licensed Sacramento, California hauler. Landfills that Shell <br /> currently uses include B&J, of Vacaville, BFI of Livermore, and Forward, Inc. of Stockton. <br /> Local (county) landfills have also been used provided the stockpiled soils meets all local <br /> agency profiling requirements. <br /> A member of the Fugro group of companies with offices throughout the world <br />
