EMERGENCY RESK)NSE <br />■ EMERGENCY RESPONSE PROCEDURES - HAZWOPER <br />WHAT IS HAZWOPER? <br />Hazardous Waste Operations and Emergency Response (HAZWOPER) 29 CFR §1910.120 was <br />issued by the Occupational Safety and Health Administration (OSHA) to regulate the health <br />and safety of employees involved in hazardous waste cleanup operations and emergency <br />response procedures for releases of hazardous substances. <br />HOW DOES HAZWOPER APPLY TO SERVICE STATION PERSONNEL? <br />By definition, the emergency response requirements do not apply to releases which can be <br />controlled at the time of release by employees or maintenance personnel in the immediate <br />area Emergency response is the only HAZWOPER requirement that applies to service station <br />personnel. Employers who evacuate their employees from the workplace when an emergency <br />occurs must provide an emergency action plan complying with OSHA 1910.38(a). Each service <br />station should have an emergency action plan in place to respond to a ma}or spill or release. <br />WHAT ARE THE REQUIREMENTS OF AN EMERGENCY ACTION PLAN? <br />A written emergency action plan should include: <br />• Emergency escape procedures and escape routes <br />• Procedures to be followed by personnel prior to evacuation <br />• Procedures to account for all employees after evacuation <br />• Means of reporting fires and other emergencies <br />• Names of persons who can be contacted for further information <br />The employer must have a system in place to inform empioyees of emergency situations. Fcr <br />locations with fewer than 10 employees, empioyees can be informed orally. The employer <br />should establish evacuation procedures to be used in emergency situations. The employer <br />should review the plan with each employee upon hiring and at least annually. The emergency <br />action plan must be kept at the workplace and made available to all employees. <br />WHAT ARE THE FEATURES OF A GOOD EMERGENCY ACTION PLAN? <br />Before opening the station: <br />• Have a written emergency action plan and emergency phone numbers available to <br />employees <br />• Complete a site layout plan which shows the locations of the designated meeting place, <br />exits, streets, first aid kits, and evacuation routes <br />• Make current Material Safety Data Sheets (MSDSs), a hazardous chemical listing, and a <br />written Hazard Communication (HAZCOM) program readily accessible to all employees <br />• Clearly label power emergency shutoff switches and breaker box switches <br />• Make sure fire extinguishers are fully charged and maintained in good working order <br />• Train employees in the use of fire extinguishers <br />• Identify safety features of equipment <br />MARKEPNG NG&F MAY <br />19°3 <br />ve's,oc , i " 2 <br />
