We have found the plan to be adequate provided the following <br /> considerations are addressed: <br /> SOIL REMEDIAL PLAN <br /> 3. 1 Detection limit for suggested zero line definition would leave petroleum <br /> residues that may continue to leach into groundwater (TPH: Motor til and <br /> gasoline equals 10.0 PPM). <br /> 3.2 Composite sampling is not a preferred method and fails to adecoiately <br /> evaluate soils for aeration. Discrete sampling is preferred initially. <br /> Sample analysis preformed should follow suggested methods in TAble 2 <br /> appendix A in Tri Regional Board Staff Recommendations. <br /> 3.2.2 Aeration activities will require comments and review from the City o♦ Tracy <br /> as well as Air Pollution Control District. <br /> 3.3 On site storage of petroleum wastes may require consents and/or p*rmits <br /> from Department Health Services under RCRA requirements and/or City of <br /> Tracy Fire Department for a storage of on site materials. <br /> 3.3.2 The city of Tracy Municipal Services may require a permit prior to <br /> discharge of extracted groundwater to the sanitary sewer. <br /> Regional Board may require a waste discharge permit if disposal other than <br /> to sanitary sewer is proposed. Comments from the Central Valley Regional <br /> Board are attached. <br /> PROBLEM ASSESSMENT REPORT <br /> Groundwater Phase I and II: <br /> Gradient measurement is unclear as only one sample measurement was performed July <br /> of 1988. We recommend that additional sampling be performed, as the attached <br /> Regional Board comments indicate. <br /> A Division of San Joaquin County Health Care Services <br />
