As a result, WES has provided this amendment <br /> for additional over-excavation to remove more contaminated soils. <br /> This amendment calls for an additional 480 cubic yards to be removed. <br /> Estimated additional costs were included and EHD was asked to approve the <br /> amendment. <br /> EHD is aware of the general subsurface conditions in the central Tracy area and <br /> has supported over-excavation as a cost-effective remedial action in the past. <br /> Due to the shallow ground water and the significantly tight, non-permeable <br /> vadose soil conditions in the central Tracy area, EHD concluded with the WES <br /> feasibility study that over-excavation would be the most cost effective remedial <br /> alternative for this site. Additional site-specific conditions also made this <br /> remedial alternative the most feasible. <br /> Removal of a major area of the impacted soil at the site is considered to be the <br /> best and most cost-effective way of reducing the impact to the ground water from <br /> the large contaminated mass of soil. <br /> EHD concurs with the amendment and approves the continued over-excavation. <br />
