State Water Resources Carol Board <br /> Division of Clean Water Programs <br /> UST Cleanup Fund Program <br /> January 14, 1992 <br /> Page 2 <br /> The property, an automotive sales and repair facility, was <br /> purchased with three (3) underground storage tanks formerly <br /> utilized to store gasolines, but not in service at the time of the <br /> acquisition. , The buyers (now owners) had knowledge of the <br /> tanks, but no knowledge of any contamination. <br /> The tanks, under a mandate for removal by the City of Tracy, <br /> were destined for removal due to non-use in the previous five <br /> (5) years. <br /> The present owners, in fact, then removed the three (3) <br /> dormant tanks (under the then-governing regulations) under <br /> jurisdiction of the Tracy Fire Department Permit No. 00920, <br /> with final inspection sign-off(without incident)on November 5, <br /> 1981 (copy attached). <br /> The removals were accomplished without incident by a licensed <br /> contractor (invoice copy attached). <br /> When considering a sale of the property in early 1987, the <br /> possibility of UST contaminated soil precipitated the <br /> engagement of a consulting geotechnical firm to investigate, <br /> test, and report on the existing site conditions with respect to <br /> UST contaminants. Test borings were taken and three (3) <br /> monitoring wells were installed. Low level hydrocarbon <br /> contaminants were found in one small area of the property. <br /> Reports of the findings were transmitted to the appropriate <br /> county and state regulatory agencies. <br /> Bi-annual site monitoring and testing of the three wells <br /> continues, with appropriate reports to the regulatory agencies <br /> (summary report attached). <br /> Accumulated costs to date for engineering, well construction, <br /> and well monitoring are approximately $30,000. <br /> Current estimated costs to remediate(remove,remediate,refill) <br /> are estimated to be$50,000 to$150,000,depending upon in-situ <br /> conditions as found when excavating. <br /> All required data referenced and required in the UST <br /> application forms is available. <br />
