Box 2009 (1601 East Hazelton Avenue) •Stockton, California 95201 cq��',E'6'* <br /> (209)4683400 <br /> WENDY COHEN <br /> CENTRAL VALLEY <br /> REGIONAL WATER QUALITY CONTROL BOARD <br /> 3443 ROUTIER ROAD SUITE A MAY 2 51993 <br /> SACRAMENTO CA 95827-3098 <br /> RE: Unocal Bulk #0788 SITE CODE: 1597 <br /> 8203 West Eleventh Street <br /> Tracy CA 95376 <br /> San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD) has recently <br /> reviewed the "Remedial Action Plan" dated March 18, 1993 and prepared by Pacific Environmental Group. <br /> The Remedial Action Plan (RAP) was submitted at the request of PHS/EHD to continue investigation of <br /> contamination which was documented at the time of an underground storage tank removal. A 5,000 gallon <br /> underground storage tank which contained transmission oil was removed on December 13, 1989. <br /> Analytical results were submitted and on January 30, 1990 a Proposition 65 Notification and an <br /> Unauthorized Release Report was fried. The site was placed into the Local Oversight Program on <br /> • September 19, 1990. An investigation was initiated and continues to date. <br /> Historic information included in the RAP indicated that the site began operation as an above ground <br /> storage tank facility in 1918. The facility currently consists of 4 above ground storage tanks: two 19,500 <br /> gallon and two 20,000 gallon containing diesel and unleaded gasoline. The RAP indicated that the <br /> contamination may have occurred during a release from the underground piping between the aboveground <br /> storage tanks and the loading rack sometime during 1976. <br /> PHS/EHD requests that your agency evaluate the site to determine if the CVRWQCB will assume <br /> regulatory lead oversight. If you wish PHS/EHD to continue to provide oversight, please provide written <br /> authorization. PHS/EHD will remove the site from the Local Oversight Program and place it in our <br /> Corrective Action Program.
