Former Union Oil Bulk Plant, Tra• -4 - • 2 August 201) <br /> PUBLIC PARTICIPATION <br /> On 28 June 2011, notifications were sent to the property owners within 200 feet of the release <br /> to provide within 30 days any comments or concerns they may have regarding the closure of <br /> the site. To date, we have not received a response from the property owners. <br /> SUMMARY <br /> In 1976, Southern Pacific Railroad personnel detected free product in the railroad right-of-way <br /> north of the Site. The release was stopped and in December 1993 the Site was permanently <br /> closed. In 1994, Site structures were removed, including two 19,500-gallon AGTs, two <br /> 20,000-gallon AGTs, and associated piping. <br /> Between 1989 and 2010, ConocoPhillips drilled 16 soil borings, sampled 13 test pits,. installed <br /> 10 groundwater monitoring wells, sampled seven soil vapor samples, and excavated <br /> contaminated soil. Remaining soil concentrations are below the ESLs for gross <br /> contamination. Site groundwater monitoring well concentrations were below WQOs when they <br /> were destroyed in 2009. Remaining soil vapor samples are below the residential and <br /> commercial ESI-s. Petroleum hydrocarbon concentrations in the onsite domestic well are <br /> below laboratory detection limits. Central Valley Water Board staff concur that no further <br /> action is needed at this Site. <br />
