Recommendations <br /> Action <br /> It is recommended that the Planning Commission: <br /> E. 1. Approve the Negative Declaration; and <br /> .a <br /> 2. Approve Use Permit No. UP-95-18 with the Findings and Conditions of Approval contained <br /> in the staff report. <br /> Findings <br /> 1. The proposed use is consistent with the goals, policies,standards,and maps of the General Pian, <br /> any applicable Master Plan, Specific Plan, and Special Purpose Plan, and any other applicable <br /> plan adopted by the County. <br /> • This finding can be made because community religious assembly is consistent with <br /> the R/L General Plan designation and in turn may be conditionally permitted with a <br /> Use Permit In the R-L zone. <br /> ' 2. Adequate utilities,roadway improvements,sanitation,water supply,drainage,and other necessary <br /> facilities have been provided,and the proposed improvements are properly related to existing and <br /> proposed roadways. <br /> 4 <br /> i This finding can be made because public water and sewers will be provided, and any <br /> additional drainage will be retained on the site. In addition,the site has frontage and <br /> access on Grace Street and Front Street, which are County maintained roads. li <br /> 3. The site is physically suitable for the type of development and for the intensity of development. <br /> • This finding can be made because the plan shows that there is sufficient area for the <br /> use, parking, circulation, screening, and landscaping, In compliance with County <br /> standards. <br /> 4. issuance of the permit will not be significantly detrimental to the public health, safety, or welfare <br /> i <br /> or be injurious to the property or improvements of adjacent properties. <br /> l This finding can be made because an Initial Study prepared for this project found no <br /> potentially significant environmental impacts. <br /> 5.
