Analysis <br /> i <br /> Background <br /> The Arch-Sperry Road corridor plan has been prepared cooperatively by the County and the City of <br /> Stockton. On August 6, 2002,the City of Stockton approved and adopted the Arch-Sperry Road Specific <br /> Road Plan and Special Purpose Plan. <br /> The Arch-Sperry Road Environmental Impact Report(EIR)was prepared under direction of the City of <br /> Stockton. The City of Stockton is Lead Agency under the California Environmental Quality Act(CEQA). <br /> The Environmental Impact Report(EIR) (SCH No. 1997062015)was prepared and certified by the City of <br /> a Statement of Overriding Considerations and a <br /> Stockton. The Ci also adopted Findings of Significance, g <br /> tY P 9 <br /> Mitigation Monitoring Program. In addition, California Department of Fish and Game fees have been paid. <br /> San Joaquin County is a Responsible Agency, pursuant to Section 15096 of the CEQA Guidelines. A <br /> Responsible Agency complies with CEQA by considering the EIR prepared by the Lead Agency(City of <br /> Stockton)and by reaching its own conclusion on whether and how to approve the project involved (Arch- <br /> Sperry Road Special Purpose Plan). <br /> General Plan <br /> The project is consistent with the Goals, Objectives, Policies and Implementation measures of the General <br /> Pian. <br /> Pro ect <br /> The Plan's corridor crosses lands under the jurisdiction of both the City of Stockton and San Joaquin <br /> County. <br /> The road right of-way varies from typically 90 feetin lightly traveled portion east of State Route 99(SRYIa <br /> 99)to typically 134 feet west of SR 99. The right-of-way widens to approximately 230 feet to accommodate. <br /> elevated road sections. The road between.French Camp Slough and the Tidewater Southern,Raiiroad a <br /> tracks will be elevated to facilitate crossing over the slough, the two Union Pacifi6'Railr6ad lines,and the"4", . <br /> Tidewater Southern Railroad line. El <br /> The following are the principal objectives of the project <br /> • Serve traffic originating throughout the south Stockton area, <br /> • Adopt a geometric plan line that will promote coordination of infrastructure extension and industrial <br /> development, <br /> • Serve traffic generated by existing and anticipated industrial development in the vicinity of the corridor, <br /> • Better link Interstate 5 and SR 99 roadways with the Stockton Metropolitan Airport, <br /> • Improve east-west circulation between Interstate 5 and SR 99, and <br /> • Improve overall traffic circulation within the south Stockton Planning Area. <br /> The Community Development Department has not received any letters of opposition to the project. <br /> San Joaquin County PA-02-3751Department of Public Works <br /> Community Development Page 3 <br />
